Human Oversight and Risk Classification

Design human involvement proportionate to the consequence of a decision.

Core Concept

Oversight is a system design choice. It defines where people approve, review exceptions, intervene, and monitor outcomes.

This choice influences the value case, implementation effort, governance requirements, and the organization’s ability to operate the system after launch.

How to Apply the Framework

Narrower, lower-consequence tasks can operate with more automation than decisions affecting customers, money, compliance, or safety.

Use a current workflow, its measurable baseline, and the real people and systems involved. A strategy that works only in a simplified example is not yet a decision-ready operating plan.

Decision Checklist

  • State the business outcome and the bounded workflow this decision will improve.
  • Identify the accountable business owner, technical owner, and required human reviewer.
  • Confirm the evidence, dependencies, controls, and decision gate required before moving forward.

Worked Decision Scenario

A customer-support system can draft a refund response, but it should not approve an exception that exceeds a policy threshold. The operating design sends those cases to a supervisor with the relevant context attached.

The team monitors the volume and outcome of escalations to decide whether the policy or the workflow needs improvement. Human oversight is an intentional control, not a fallback after an error.
